Organizations such as the Philippine Animal Welfare Society (PAWS) have proved that justice may be served, with an excellent 95-98% conviction record in cases they have handled. But this is not sufficient. We need a broad base of support to ensure that our laws are successfully implemented and that perpetrators are held accountable for their actions.
