According to the 2023 road needs study, the concession 7 west of CR19 has a condition rating of 30% while the stretch of concession 7 east of CR 19 has a condition rating of 50. These ratings were determined prior to concession 7 west being used as a bypass for CR 2. We now conservatively estimate the western trunk of concession 7 to be below 10%, which presents a far greater risk of failure than the eastern trunk.

Costs estimated for works are as follows:

Western trunk – 2,600m – Add gravel and install DST, install guide rails = $260,000

Eastern trunk – 3,000m – Add gravel and install DST, install guide rails, ditching = $325,000

These estimates assume similar work for both sections, i.e. DST for the entire lengths, to compare.

It’s important to note that the western trunk is used for transportation purposes for its entire length, whereas traffic along the western trunk is east to west in order to access CR 19.

Regarding Mr. Gauthier’s accusations of lack of transparency from the administration, I have attempted to attach a copy of the 553-page Road Needs Study Report and Management Plan prepared in July 2023 by engineering firm LRL and Associates. The document exceeds our allowable limit, even in zip format. A print copy can be provided for pick-up at townhall- kindly advise. This study was publicly approved by council- there is nothing to conceal. It is not posted on the Township’s website as it does not meet the requirements of the Accessibility for Ontarians with Disabilities Act, 2005. Documents prepared by third parties rarely do- those documents are not posted but are always publicly available on demand. 

Regarding the eastern portion of Concession 7, it scored an 11.6. Of the 15 roads identified under the 5-year plan, four have a lower score than Concession 7 east. Two are Class 4, Emergency Detour Routes, and two are short segments that we have identified as good candidates for DST resurfacing, on a trial basis.

As I mentioned previously, the 5-year plan approved by Council on November 5, 20024, contains a series of recommendations from the administration. I emphasize recommendations. It is ultimately council’s prerogative to accept, or not, those recommendations.

Thank you for your response. We would have liked to obtain the complete details we requested but since you confirmed the eastern portion of Concession 7 ranked higher in risk factor at 11.7 than the western portion at 11.5, to avoid wasting everyone’s time any further, we chose to turn our attention back to the council.

M. Potvin a fourni certaines évaluations routières de la Concession 7 (malgré les facteurs et détails manquants) et a précisé que les rapports et le plan routier de 5 ans sont simplement des recommandations et que, finalement, la décision vous revient.

Il a confirmé que les coûts de gravier et DST sont très similaires pour les deux concessions, soit 100 $/mètre à l’ouest vs 108 $/mètre à l’est.

Selon le plan de la municipalité, au lieu de paver en 2025 l'intégralité des 2,6 kms de la Concession 7 (entre le chemin Boudreau et le chemin du comté 19), pourquoi ne pas paver que 1,0 km là où il y a des résidents et utiliser la balance pour paver 2,2 kms de la Concession 7 (entre le chemin du comté 19 et la Route 16) là où il y a des résidents ? Cela garantirais la sécurité devant deux fois plus de résidences et la portion non-complétée en 2025 (qui n’a aucune résidence) pourrait être reporté à une année ultérieure.

M. Walker, en tant que conseiller pour notre quartier, svp prenez compte de tous vos électeurs des deux côtés de la Concession 7 et assurez-vous svp que notre maire et les autres conseillers comprennent bien la condition réelle de la Concession 7 sur le côté est.
