Subject: Concession 7 (between County Rd 19 and Route 16) omitted from 5 year road rehabilitation plan

EXTERNAL EMAIL – USE CAUTION / COURRIEL EXTERNE – FAITES PREUVE DE PRUDENCE

Hello M. Walker,

Following our telephone call last Friday, this email is an official follow up on behalf of all the residents of Concession 7 in Curran (specifically between County Road 19 and Route 16) to understand why our concession was completely omitted from consideration in the 5 year road rehabilitation plan?

Our petition (https://www.change.org/p/paving-concession-7-in-curran-pavage-de-la-concession-7-%C3%A0-curran?source_location=tag_ to have our concession considered for rehabilitation was formally submitted to you and the municipality in late 2023/early 2024. We were thanked for our work and efforts, for demonstrating that our residents supported this petition and for the additional work submitted showing real life housing development comparisons. We were told to rest assured, the 5 year strategic plan would review and prioritize the needs of this municipality.

In the interim, if further justification were even needed, not only has the municipality (via council meetings or operational staff) acknowledged the rough, muddy and unpleasant condition of our road but you yourself have been known to not want to visit in times of rain or thaw due to the horrible condition, the potholes and the extreme mud.

Canada Post will not travel all the way down our concession, even with houses present.

The most recent Google map ‘street view’ feature stops at 500m from the main intersection (County Rd 19) yet almost all other concessions are available online.

Our concession maintains a ‘Rough Road’ sign as proof of its condition (see picture in media article).

Our portion of Concession 7 (specifically between County Rd 19 and Route 16) has directly been mentioned and/or pictured in the media twice in the last 9 months due to its condition.

Yet our concession was omitted from the 5 year plan!

Following the tabling at the Canton d’Alfred et Plantagenet ‘Comité Plénier’ on October 22, 2024 of the two recent reports ‘Asset Management Plan 2024’ and ‘Plan quinquennal de gestion des biens routiers’ we ask what happened?  Why the complete change? Why the complete disregard when our concession is clearly in distress.  Why the complete omission?

Reports: https://pub-alfred-plantagenet.escribemeetings.com/FileStream.ashx?DocumentId=1956

It appears a portion of Concession 7 was pictured, but we ask for some clarification regarding Appendix C -Level of Service Images in the Asset Management Plan 2024.

We ask that the following asset ID be detailed with an exact address or location?

Concession 7 Plantagenet Asset ID 5118 Condition 60
Concession 7 Plantagenet Asset ID 5096 Condition 40
Concession 7 Plantagenet Asset ID 5097 Condition 40
We also ask that the preparer of the Asset Management Plan confirm if any part of Plantagenet Concession (between County Road 19 and Route 16) were evaluated and their score (condition).

But in the absence of further confirmations, it is very disheartening to know that most concessions around ours, with comparable housing development and traffic, are paved. While we are happy for our immediate neighbours to the west as they will be taken care of in 2025 (Plantagenet Concession 7 Boudreau Rd to County Rd 19) and our neighbours to the south east (Route 16) we still ask, where was our evaluation? We have continued new housing development, new lots being severed and the traffic base that goes with.

M. Walker, we are very disappointed.  We urge this matter to be revised quickly and corrected promptly.  Our concession cannot wait for another plan in 5 years. That is unacceptable.

Should it help the matter, we can communicate with Greg Chamberlain, Média for Editions André Paquette to further support our questioning of why a specific concession such as ours, seems to be omitted yet again (even after producing a petition and a road map housing comparative).  While we realize higher paying taxpayers in more luxurious areas of the municipality may have more sway, we really do hope this is not the reason we are being blatantly ignored.

We would appreciate a prompt response to this situation.

Respectfully,

Mario Gauthier on behalf of residents and users of Concession 7.
