Pause Hingetown Paid Parking

The Issue

Whereas, the City of Cleveland announced in December of 2025 that they were going to be implementing a paid parking program in the Hingetown enclave of Ohio City in January and February 2026;

Whereas, the neighbors, residents, small business owners, and customers have helped to nurture the
local retail of this enclave for over ten years;

Whereas, that nurturing has made this area one of the most walkable, dense, and vibrant areas of the City of Cleveland and has received national and international positive media coverage;

Whereas, unlike other areas of ParkMobile implementation, Hingetown has never had a paid parking
program/meters;

Whereas insufficient planning and community engagement was conducted prior to the announcement of a paid parking program for Hingetown;

Therefore, the signatories to this petition strongly request that the Hingetown paid parking plan be paused until a plan is developed and made operational that includes:

  1. 30-minute grace period in order to allow customers to support the “grab-and-go” nature of many of the businesses in the neighborhood.
  2.   A residential permit program.
