The Issue

Fellow Passaic Residents,

 

The City presented 2 weeks ago a budget with a 4.34% tax increase and approximately $11 million in additional spending.

 

At the same time, officials are considering TONIGHT, May 19th @7PM

a 30-year PILOT agreement connected to approximately 400 additional low-income housing units at Speer Village.

 

Residents still have not been clearly shown:

• the full project scope,

• the long-term financial impact,

• the impact on schools and city services,

• or why a 30-year PILOT at approximately 3% is necessary.

 

This project already appears to benefit from Opportunity Zone incentives, LIHTC financing, and approximately $50 million in tax credits and subsidies.

 

We are asking the City to slow down, provide transparency, and allow fuller public review before approving decades of reduced taxation.
