Widow of Robert “Tony” Broyles Jr. Launches Legislative Campaign for “Tony’s Law” Following Rising Violence at EKCC

Following a recent surge in violence at the Eastern Kentucky Correctional Complex (EKCC), Ashley Elgin, widow of the late Robert “Tony” Broyles Jr., is launching a legislative campaign and public petition in support of “Tony’s Law.” This initiative comes in the wake of the third inmate fatality at EKCC within a four‑month period. The proposed legislation aims to reduce violence in Kentucky correctional facilities by implementing enhanced safety protocols and enhanced Re-entry locations for inmates nearing their release dates.

Robert “Tony” Broyles Jr. tragically died on August 31, 2025, just nine days before he was scheduled to return home to his family. Since his death, violence at EKCC has continued to escalate:

- September 30, 2025: Ryan Rayburn’s death  

- January 4, 2026: Marcus Gray becomes the most recent casualty linked to ongoing safety failures at the facility

Ashley Elgin stated: 

“A prison sentence should not equate to a death sentence. My husband was nine days away from reuniting with his children. Since his murder, two additional families have endured similar tragedies. These are not isolated occurrences; they signify a systemic breakdown within the Kentucky Department of Corrections.”

Key Provisions of “Tony’s Law”

• Safe‑ Transition Units  

Dedicated, high‑security dormitories for individuals in their final 90 days of incarceration, ensuring a safe and stable transition to release.

• Increased Oversight  

Independent investigations into staffing levels, safety protocols, and administrative practices at EKCC.

• Proactive Safety Models  

A shift from reactive responses to violence toward preventative strategies that identify, monitor, and de‑escalate high‑risk conflicts before they become fatal.

The launch of this petition coincides with ongoing legal proceedings regarding Tony’s death. A pretrial hearing for Daleon Rice, the individual accused of Tony’s murder, is scheduled for January 22, 2026. We are mobilizing the community and urging support for "Tony’s Law." We need your help to raise awareness and turn this deadly crisis into a legacy of safety.
