Pass Tiny's Bill : The Service Animal Protection and Law Enforcement Accountability Act

The Issue

My name is Jocelin Witt and I'm disabled. My service dog, Tiny, is trained to alert and protect me during seizures. She is not my pet - she is my lifeline.   In 2025, during a police encounter, Tiny was forcibly separated from me even though I clearly explained she was a service animal. Despite my repeated pleas to keep her with me, officers refused. I was terrified. Tiny was terrified. I was left without my medical support, protection - and that moment changed my life. This experience opened my eyes and made one thing heartbreakingly clear: people with disabilities and their service animals are not properly protected under the law. There's no clear standard, no accountability, and very little required training. That's why I wrote Tiny's Bill: The Service Animal Protection and Law Enforcement Accountability Act of 2025 - a proposed federal law that would: Require mandatory officer training on the ADA and service animal protocol Enforce consequences for harm, separation, or neglect, of service animal protocol Require suspensions and investigations when these incidents occur Track complaints and violations involving service animals and law enforcement No handler should ever face the fear, harm, or helplessness I did. I've sent Tiny's Bill to my senators in Utah. Now I'm asking you to stand with us. Please sign and share this petition. Every voice matters. Don't let me and Tiny stand alone.
