My name is Lea Harmon, and I am the mother of Timothy Truman Harmon Jr., lovingly known as “Tim-Tim.”
I never imagined I would have to ask lawmakers to create a law because my son was found deceased after people reportedly saw him and walked away without calling for help.
On April 14, 2024, Tim-Tim was found deceased in a yard in Woodland, Alabama. According to information our family later received from investigators, he had reportedly been lying outside for multiple days. During that time, multiple individuals reportedly saw him but did not call 911 or seek emergency assistance.
Finally, one person stopped and said:
“This is not right. He is someone’s son, possibly a father.”
Finally, someone called 911.
By then, it was too late to save my son.
But that call mattered.
And that is why we are fighting for Tim-Tim’s Law.
Alabama Needs a Clear Duty to Report
Alabama has mandatory reporting laws that apply in certain circumstances, including suspected child abuse and neglect and certain forms of abuse, neglect, or exploitation involving vulnerable individuals.
Alabama also has laws addressing the abuse and neglect of animals—our faithful companions, often called “man’s best friend.” Our laws recognize that when an animal is being mistreated or neglected, there are circumstances in which that suffering should be reported and addressed.
We believe human beings deserve that same basic recognition when someone is in obvious danger.
Yet Alabama does not currently have a general law requiring an ordinary bystander to report a person who appears to be deceased, unconscious, seriously injured, experiencing a medical emergency, or in serious distress.
That is a gap we believe needs to be addressed.
If our laws recognize that suffering should not simply be ignored when an animal may be in danger, why should a person who may be dying or already deceased be left without a clear duty to call for help?
This is not about choosing people over animals. It is about recognizing the value of every life.
Our family learned how important this gap in the law can be after learning that multiple people reportedly saw Tim-Tim, yet walked away, leaving him on the ground for days before someone finally called for help.
We believe Alabama can do better.
What Is Tim-Tim’s Law?
Tim-Tim’s Law would establish a clear legal responsibility to make a reasonable effort to get help when someone encounters a person who reasonably appears to be:
Deceased
Unconscious
Seriously injured
Experiencing a medical emergency
Experiencing serious distress
The person would be expected to promptly notify 911, law enforcement, emergency medical services, or another appropriate emergency service.
The purpose is simple:
Make the call.
Give people in distress a chance to receive lifesaving help.
Ensure deceased individuals are reported promptly.
Protect the dignity of those who have died.
Give families the opportunity for a timely and dignified goodbye.
Create a basic standard of responsibility when someone witnesses a potential emergency.
Help prevent another family from experiencing what ours has endured.
Help another family be able to have a proper funeral.
Tim-Tim’s Law Should Protect People Who Make the Call
Tim-Tim’s Law should never make people afraid to call 911.
It should make people feel safe to make the call.
We believe the law should include appropriate Good Samaritan / Emergency Reporting Protection for a person who, in good faith, contacts emergency services because they reasonably believe someone may be deceased, unconscious, seriously injured, experiencing a medical emergency, or in serious distress.
A person should not have to be a doctor or know exactly what happened.
They should not necessarily have to approach the person if doing so would put them in danger.
They simply need to make the call and report what they see.
Let trained professionals determine what happens next.
The purpose of this protection is simple:
Encourage people to call for help—not walk away because they are afraid of getting involved.
Tim-Tim’s Law Is About Making the Call
This law is not about asking people to put themselves in danger.
It is about making the call.
A phone call to 911 can take less than a minute.
That call could mean the difference between life and death.
And when it is already too late to save a life, promptly reporting the situation can still ensure emergency services are notified, the deceased are treated with dignity, and families can be notified and begin grieving and be able to have a proper funeral.
No one should be left behind simply because the law does not clearly require someone to make the call.
What Happened to Tim-Tim
Our family will never know what might have happened if someone had called for help sooner.
What we do know is that Tim-Tim was found after reportedly being outside for multiple days.
Because of the condition of his body, Tim-Tim could not have the proper viewing we had hoped for.
His three children were denied the opportunity to see their father one last time.
I, his mother, along with his father, siblings, and other loved ones, were also denied the opportunity to see him, hold him, and say our final goodbyes.
His remains ultimately had to be cremated.
Those are moments our family can never get back.
The loss of a loved one is heartbreaking enough. No family should have to endure the additional pain of knowing their loved one may have been seen and that help was not called.
No child should be denied the opportunity to say goodbye to a parent because someone failed to make a phone call.
No mother should have to experience that.

Our family is working to advance Tim-Tim’s Law in Alabama so that a clear legal duty exists when someone encounters a person who appears to be deceased or in serious medical distress.
We also want appropriate Good Samaritan / Emergency Reporting Protection so that people who make a good-faith emergency report are encouraged—not discouraged—to call for help.
Our message is simple:
If you see someone who may need emergency help, make the call.
If you make the call in good faith, you should be protected by the law.
This Is Bigger Than Tim-Tim
This is about every person who could someday be lying on the side of a road, in a yard, in a parking lot, in a public place, or anywhere else in need of help.
It could be someone's mother.
Someone's father.
Someone's child.
Someone's brother or sister.
Someone's friend.
It could be any of us.
Every person deserves the chance to receive emergency assistance.

Every family deserves the opportunity for a timely goodbye.
And every person who witnesses a potential emergency should know what they are expected to do.
