Pass the Pennsylvania Halo Law to Protect Our Police and First Responders
The Issue
Pennsylvania currently has no law establishing a safe, mandatory distance between the public and law enforcement officers or first responders during active police or emergency scenes. This gap in our statutes puts officers, civilians, and bystanders at unnecessary risk.
In our community, this problem has become increasingly visible due to an individual who repeatedly approaches active police scenes at extremely close distances, inserts himself into traffic stops, and distracts officers who are performing their duties. He records and posts these encounters on social‑media platforms including HazletonNewsNOW on Facebook and Not the End of Freedom on YouTube, where he openly expresses hostility toward law enforcement and encourages confrontation.
His behavior is escalating, and he has already won a $95,000 lawsuit against the Hazleton City Police Department, which has only incentivized further attempts to provoke officers in hopes of generating another legal claim. This pattern of conduct creates a dangerous environment for officers, civilians, and the individual himself. It is only a matter of time before someone is seriously injured.
Florida addressed this exact issue by passing the Halo Law (Florida Statutes § 843.31), which establishes a reasonable 25‑foot safety buffer around officers and first responders actively performing their duties. This law protects transparency and the right to record while preventing dangerous interference.
Pennsylvania needs similar legislation to ensure the safety of our officers, our community, and anyone present at an emergency or enforcement scene.
