Too often, hidden lobbying enables foreign regimes to influence U.S. laws and priorities in ways that extend beyond foreign relations. As constituents of this great nation, we believe that American policies should be shaped by its citizens, not by influence from foreign governments. This petition speaks for all Americans who are affected when outside forces steer our democracy toward their own interests, without transparency or accountability.
The Foreign Agents Registration Act (FARA) was introduced in 1938 to protect the U.S. from covert foreign influence. However, for decades, corrupt foreign influence has undermined the integrity of American politics, exploiting loopholes and weak enforcement. Lobbyists, PR firms, foreign government warmongers and profiteers of conflict funnel massive funds into exorbitant foreign aid packages and endless military entanglements, distorting the democratic process and compromising the integrity of our government. President John F. Kennedy himself recognized these dangers in 1962 and sought to strengthen FARA to shield America from hidden foreign manipulation — a mission left unfinished, which this petition now seeks to complete.
To secure America’s sovereignty and finish what President Kennedy began, this petition calls for the following critical reforms:
Independent Committee: Establish an independent oversight committee dedicated solely to the enforcement of FARA.
This committee will encompass:

The committee shall be led by a multi-member leadership structure to guarantee balance, expertise, and accountability.
This leadership must include:
At least one distinguished and proven leader with an “America First” record in public service (e.g., Curt Weldon).
At least two additional appointed leaders with demonstrated national security and international policy expertise, each subject to a thorough and transparent background review to ensure they maintain a record of integrity and independence from inappropriate foreign influence.
All leaders must be confirmed through a committee-wide review and/or American citizen voting process to secure legitimacy and public trust. The voting systems must be approved by the Independent Committee Leader.
Once appointed, the leadership shall hold sole authority over the committee. No other government division, body, or persons will have the power or authority to add, remove, or modify the committee staffing, policies, or any legislation set forth by the leadership or its proxies. Any proxy leadership must be formally designated in writing and presented after a full committee review and citizen voting/veto process.
Citizen Re-Approval:
All leadership positions must face citizen re-approval votes every 4–6 years to ensure continued public confidence.
These votes must be fully transparent, with results verified by the independent committee.
All other appointed leaders are required to vote and vet these citizenship votes in recorded hearings, with full recordings uploaded to the independent committee’s website for public access.
Any bad actors, manipulation, or interference in this process — whether by committee members, staff, or any other government body — shall be treated as federal treason.
