For too long, homeowners’ associations (HOAs) have acted like quasi-governments — issuing excessive fines, placing liens, and even foreclosing on families over minor issues such as landscaping, paint colors, or displaying flags. This abuse undermines the rights of Arizona families and threatens the security of homeownership.

The HOA Reform Act will:

End HOA authority to impose fines, liens, and foreclosures.
Make HOA membership voluntary, not mandatory.
Protect homeowners’ rights to display flags, political signs, and religious symbols.
Require financial transparency for any voluntary HOA dues.
Provide enforcement through homeowner remedies and oversight by the Arizona Attorney General.
Owning a home should mean you — not an HOA board — are in charge of your property.
