The State of Florida has a moral duty to protect its children—not after the third victim, not after decades of trauma, but now.

I am calling on the Florida Legislature to pass The Final Breath for Predators Act, a bill that would impose the death penalty or life without parole on any individual convicted three times of sexually abusing or molesting a child aged 13 or younger. This is a call for justice, accountability, and prevention.

Why This Matters
·        - 1 in 4 girls and 1 in 13 boys in the U.S. will experience sexual abuse during childhood (U.S. DOJ).

·        - Over 90% of child sexual abuse victims know their abuser.

·        - Only 1 in 10 cases are ever reported.

·        - Recidivism rates for convicted child molesters are among the highest of any crime—some studies show re-offense rates as high as 52%.

·        - Most abusers are never caught. Of those who are, too many are released—only to offend again.

What the Final Breath Act Will Do
·        - Mandate the death penalty or life without parole after a third conviction for sexually abusing a child aged 13 or younger.

·        - Close legal loopholes that allow predators to return to society.

·        - Send a clear message: Florida protects its children.

This isn’t about vengeance—it’s about prevention.

Why Florida? Why Now?
·        - Florida has led the way on laws against sex trafficking, opioids, and violent crime.

·        - But children are still at risk from repeat predators.

·        - One child abused is a tragedy. A third victim is a failure of justice.
