The Issue
The Outrage Exploitation Prevention Act (OEPA)
Also known as: The Eden Protection Act
“Because identity isn’t a campaign tool. And trauma isn’t a business model.”
We, the undersigned, call on the State of Maine to immediately pass the Outrage Exploitation Prevention Act (OEPA)—a first-in-the-nation law that bans political fundraising off of a child’s trauma or identity without documented consent.
In 2025, Rep. Laurel Libby raised over $160,000 by exploiting a trans minor’s identity—turning the child into a media lightning rod for a fundraising campaign disguised as a “legal defense fund.” Most of the money was redirected into political infrastructure.
This was not just unethical. It was unregulated. And until this law passes, it’s still legal.
OEPA would:
- Ban narrative exploitation for political gain
- Impose civil penalties on deceptive “legal fund” fundraising
- Create a public right to sue violators
- Reward whistleblowers who expose coordinated PAC schemes
- Strip courts of power to block it—just like Texas SB8 did on abortion
This law is named after Eden, the child whose exploitation catalyzed this response.
The time for silence is over. The receipts are public. The harm is irreversible.
