

Pass Pennsylvania's Beagle Freedom Bills to Protect Lab Dogs and Cats
The Issue
Dogs and cats used in laboratory experiments in Pennsylvania have no guaranteed path to a home once testing is over. The Beagle Freedom Bills would change that. The Pennsylvania House of Representatives should bring these bills to a vote and give these animals a real second chance before time runs out.
Lab dogs and cats can spend years confined, with little comfort and no family to call their own. When the experiments stop, many of them can still go on to live happy lives as pets. Under the Beagle Freedom Bills, testing facilities would have to offer eligible dogs and cats for adoption, when it is safe and appropriate, instead of treating them as disposable.
The bills go further. They would block sales of dogs and cats from certain breeders and dealers to labs. They would also protect people who report violations inside testing facilities, so anyone who sees rules being broken can speak up without fear of payback.
This idea already has support from both parties. In September 2025, the Pennsylvania Senate passed its own Beagle Bill, Senate Bill 381, by a vote of 50 to 0. That bill cleared the House Judiciary Committee in September 2026 and now waits for action by the full House. The House versions, House Bills 294, 295, and 296, have been stuck in the House Agriculture and Rural Affairs Committee since January 2025.
The current legislative session ends this fall, and bills that don't pass by then have to start over. House leaders and every state representative have the power to move this forward now.
