Pass Pennsylvania House Bill 1172 — Support Off-Road Freedom!

The Issue

To: Pennsylvania State Legislature and Governor

We, the undersigned residents, riders, families, and off-road enthusiasts of Pennsylvania, call on our lawmakers to pass the proposed legislation (House Bill 1172) which would allow a county the authority to designate a state road as a snowmobile road, ATV road, or both.

Off-road motorsports are a way of life for thousands of Pennsylvanians.
Across our state — from rural communities to suburban areas — families come together to enjoy the outdoors, explore Pennsylvania’s beautiful backcountry, and participate in a growing, multi-generational tradition of safe, responsible riding. Off-roading isn't just a hobby — it’s a powerful part of our state's culture and economy.

Yet currently, our laws are outdated and do not reflect the growing popularity of UTVs and side-by-sides. Riders who wish to enjoy their sport legally face inconsistent rules, confusion, and lack of proper infrastructure to support this vibrant community.

This bill is a necessary and overdue step forward.

Passing this legislation would:

  • Open the door for more riding opportunities and trail expansion across Pennsylvania.
  • Support rural economies, tourism, and small businesses tied to outdoor recreation.
  • Strengthen community bonds by making off-road motorsports safer, more accessible, and family-friendly.

We urge our elected officials to recognize the positive impact this bill will have — not only for riders, but for communities, families, and businesses across Pennsylvania.
