Pass Latricia’s Law: Make PPOs Free to Serve and Enforced in Michigan

The Issue

Latricia Green did everything she was supposed to do. She left her abuser. She asked for help. She went to court. She filed for a personal protection order (PPO)—twice. The first was denied. The second was granted. But that wasn’t enough to save her.

In August 2025, Latricia was fatally shot by her ex-husband in the basement of the Detroit hospital where she worked. For months, she had been pleading with her employer, the police, and the courts to help keep her safe. She even wrote, “I am asking for help before this goes too far, and things are too late.”

But Michigan law failed her.

In our state, once a judge grants a PPO, it’s the victim's responsibility to make sure it gets served—and often, that comes with a cost. In Wayne County, it’s $26 plus mileage. If it doesn’t get served, police can’t act, even if the victim is being stalked or harassed. This is unacceptable.

That’s why we’re calling on the Michigan Legislature to pass Latricia’s Law, which would do two essential things:

  • Make PPO service automatic and free for all domestic violence victims.
  • Require law enforcement to actively enforce PPOs and respond swiftly to violations.

No one fleeing abuse should have to come up with cash or navigate legal red tape just to be protected. And no one with a valid protection order should be left waiting for tragedy before their case is taken seriously.

Latricia was a daughter, a friend, a caregiver, and a dreamer. She had just started a new chapter in her life. But the system failed her at every turn.

We can’t undo what happened to Latricia. But we can honor her story by fixing the broken process that let her down—and keeps letting others down every day.
