PERRY COUNTY, Ky. (WYMT) - One Perry County woman was taken into custody after police said she was exposing two children to poor living conditions.
On Dec. 11, Kentucky State Police troopers aided other law enforcement agencies with a search warrant at a home on 285 Peters Fork Road in the Bonnyman area.
When troopers went inside the home, they detected a strong odor of raw sewage as well as drug paraphernalia and a marijuana cigarette.
Troopers also wrote in their citation that there was a large amount of garbage as well as dog feces.
Members with the Department of Social Services were later notified of the citation since two children were being exposed to the conditions. Members with the Department of Social Services were later notified of the citation since two children were being exposed to the conditions.
After the children were placed into protective custody, Victoria L. Harris, 28, of Bonnyman, was charged with one count of endangering the welfare of a minor.
Why This Case Matters to Jayden’s Law
Illustrates how severe environmental neglect can place children at serious risk even without immediate physical injury.
Shows the limitations of current law where such cases are often charged at lower levels, despite prolonged exposure to filth, sewage, and drugs.
Supports Jayden’s Law provisions for:
Stronger penalties for extreme neglect
Clear statutory definitions of criminal abuse vs. neglect
Mandatory agency coordination and early intervention
Prevention before neglect escalates into fatal abuse
