Update: Introducing "Javeayah’s Care Act" Part 2– A Push for Prevention

While we are fighting hard to pass legislation that punishes those who hide crimes against children, we also need to talk about prevention. We have to protect these babies before a tragedy can ever happen.
No child should ever be left invisible to the system. That is why I am proposing a second vital piece to this mission: Javeayah’s Care Act.
This act would focus directly on proactive protection and education for young, expecting parents aged 25 and under. Here is how it would work:
Automatic Enrollment: The moment a pregnancy is confirmed by an OBGYN or hospital, the expecting parent(s) aged 25 and under will be automatically enrolled in mandatory parenting, child safety, and wellness classes.
Equipping Young Parents: These classes aren't meant to be a punishment; they are meant to equip young parents with the vital tools, education, and community resources they need to safely care for a child.
An Automatic Safety Net: To ensure accountability, participation is mandatory. If a parent fails to attend or participate in these required classes, a flag will automatically be sent to DSS to initiate a standard welfare checkup.
This creates an immediate, unbreakable safety net. It ensures that no expecting young parent slips through the cracks, and it puts eyes on the situation early. If a parent is struggling or failing to prepare, the system will know before the baby is born or put in danger.
We can't just fix the penalties after a child is gone. We have to build a wall of protection around them from the very start.
