The Issue

On October 29, 2026, 15-year-old Javits Frimpong was chased and shot on his way to school in the Bronx. His father says Javits had been bullied at school and had reported it several times. Just days before his death, the school principal called to say two boys who had fought with Javits were suspended. Police are still investigating, and no arrests have been made — but a child walking to school should never have ended this way.

Javits is not the only one. Across this country, bullying has ended in killing. It has ended in suicide. And for so many more children, it lives on as depression, fear, and trauma they carry every single day. SOMETHING has to be done.

Right now, no federal law holds parents accountable when their child repeatedly bullies others. Schools already have to have anti-bullying policies and tell parents when incidents happen — but after that notification, there is nothing. A handful of cities have acted on their own, but a child's safety should not depend on their zip code.

We, the undersigned, call on the United States Congress to pass a federal parental-accountability law for bullying, with clear, fair, stepped consequences:

Written notice — When a school finds that a child has bullied another student, the parents must be notified in writing.
Education, not just punishment — If the bullying continues after that notice, parents must complete a bullying-prevention parenting program.
Fines for repeat offenses — If the bullying continues after notice and education, parents face fines.
Responsibility for harm — Parents are civilly liable for significant harm caused by their child's bullying, including medical and counseling costs.
This is not about punishing parents for a first mistake. It is about a fair process: notice, help, and then consequences if nothing changes — so that no more parents get the call that Javits's father got.

Sign this petition and share it. Every signature tells Congress: protect our children. SOMETHING has to be done — and it starts with us.
