Parking permits for parents with children under the age of 5 for parent & child bays

Parking permits for parents with children under the age of 5 for parent & child bays
The Issue
This petition is being aimed at under 5s as i think they are most vulnerable as an introduction to the new parking permits. Once established if there are still plenty of bays left empty the age limit could be upped slightly, and then again if needed after another settling period.
- I would like to include pregnant women from 20weeks as they also struggle to get in and out of cars in normal spaces and after all they are mother and baby.
- Disabled children and children with registered illness would also benifit from an age extension on their permit.
- Registered childminders would also be entitled to a permit.
As a parent of 2 under 2s I'm fed up of seeing people with no children get out of their car in parent and child bays and go shopping. It seams like some people are just lazy! (mabe worth thinking about moving parent and child bays to the furthest parr of the car park - its not about being close to the store entrance that most parents i have sooken to are worried about. They would be more than happy to walk from the furthest point. Its about having enough space to get a baby in and out in their car seat and a toddler in an of the car in to a buggy/trolly safely - down the side of the car is nuch safer than the back or front where there are moving and reversing cars especially if yiu have to leave one unattended for a minuet while getting another child out of the car).
For instance the store had only been open 20 mins on a sunday morning. The car park was no where near full but all parent and child spaces were gone! I drove round twice before i got a space. (some disabled people park there too even though disabled bays are actually nearer the store and there are generally free spaces in the designated disabled bays) i really don't understand that! I saw 2 couples get out of their car an walk in the shop with no children while i was driving round waiting for a space.
Parents with younger children need to be able to open a car door wide enough to get a bulky car seat out and get kiddies into pushchairs (down the side of the car is much safer to leave a toddler in his buggy whilst getting a new born out than leaving him at the back if the car or vice versa)
This is the same car park a few weeks ago that i couldn't get back into my car in as someone parked at an angle and slightly over the line to close for my door to open (normal bay as i didnt have the kiddies with me luckily) what if i had had to park in a normal bay and did have the kiddies with me? I would have had to leave them in the road an hope my toddler didnt move and get run over!?
I think a permit system would help to police this issue that accurs in all places with these designated spaces. Its not just one store. Its an issue everywhere we go as parents with young children.
How to obtain a permit: the Permit could be given when you recieve your newborns red book/register your newborn or from local council offices when you present your childs red book & birth certificate.
The permit system would also lower unemployment levels as parking attendants will be needed to police it and therefore costing the tax payer less
The money gained from fines could be put towards wages of these parking attendants, go to local childrens hospitals or to local children's centres.
