Improve parking at Park West in College Station

The Issue

WHEREAS Park West has a 3,400-resident capacity (see NOTE 1), and

WHEREAS Park West has 1,570 resident surface parking spaces and 89 visitor surface parking spaces (see NOTE 2), and
 
WHEREAS Park West promises complimentary (free-of-charge) surface parking for one car per resident in its lease agreement (see NOTE 3), and
 
WHEREAS Park West lacks 1,830 surface parking spaces needed to fulfill its above promise, and
 
WHEREAS Park West has approximately 1,056 resident garage parking spaces and 88 visitor garage parking spaces (see NOTE 6), and
 
WHEREAS Park West lacks approximately 774 parking spaces, whether on the surface or in the garage, needed for its residents to park on property,
 
WHEREAS Park West’s shortage of parking spaces has forced residents to park in handicapped and visitor parking spaces, in fire lanes and on grassy areas, and in places preventing garbage trucks from accessing dumpsters (NOTE 4), and
 
WHEREAS Park West’s lease agreement prohibits the above actions (see NOTE 5), and
 
WHEREAS United States federal and Texas state law prohibit many of the above actions, and
 
WHEREAS parking violations such as the above create potential danger for residents and invite damage to Park West property, and
 
WHEREAS Park West’s current system of first-come, first-serve parking is inefficient, often requiring residents to park significant distances across the property from the building in which they reside, and
 
WHEREAS Park West is surrounded by a significant amount of grassy or otherwise un- or under-utilized areas, and
 
WHEREAS Park West charges $25 per month for use of the parking garage and includes a passage instituting a $100 termination fee in its garage parking addendum (unconfirmed reports say that the fee for garage parking has risen to $35 per month) (see NOTE 7), and
 
WHEREAS Park West undoubtedly wishes to maintain its reputation as a superior student housing option in the Bryan/College Station area, and
 
WHEREAS Park West undoubtedly wishes to provide its residents with a satisfactory leasing experience so that its residents will continue to promote Park West as a superior student housing option,
 
THEREFORE WE, THE UNDERSIGNED, REQUEST Park West institute a numbered parking system in order that residents may park reasonably close to the building in which they reside, and
 
FURTHER REQUEST Park West construct new surface parking spaces (see NOTE 8) in order that more residents may park at Park West, and
 
FURTHER REQUEST Park West reduce the price of garage parking and remove the passages instituting a $100 termination fee from its garage parking addendum (or eliminate fees for garage parking entirely), and
 
FURTHER REQUEST Park West consider other long-term solutions to the unsuitable current parking situation and enact them with all reasonable speed.

NOTE 6: In the Park West parking garage, the first floor is dedicated to visitor parking, the second through seventh floors are dedicated to resident parking, and the eighth floor contains a fitness center. According to my in-person count, there are 176 resident parking spaces on the second floor and the ramp from the second floor to the third floor. Because six floors are dedicated to resident parking, 1,056 resident garage parking spaces is a reasonable number (176x6=1,056). According to my in-person count, there are 88 visitor parking spaces on the first floor.
