On 11/18/20, Governor Reynolds issued a proclamation limiting who can go to a high school "sporting and recreational gathering"  It says, "High School-sponsored sporting and extracurricular events: Sporting, recreational, and other extracurricular gatherings sponsored by a high school, including practices, games, competitions, and performances are not prohibited by this section provided that all participants in the gathering comply with the following requirements: (1) Spectators limited: The gathering organizer and all spectators must ensure that spectators are limited to no more than two spectators for each student athlete, performer, or competitor participating in the gathering... (2) Spectator masks: Although student participants are not required to wear a mask while gathering in an event, all spectators over the age of two shall wear a mask or other face covering for all gatherings."  Here is the link:  https://governor.iowa.gov/sites/default/files/documents/Public%20Health%20Proclamation%20-%202020.11.18.pdf   

It seems pretty clear from this language that cheerleaders should be permitted to have two spectators watch them "perform" at games, or at a cheer competition (which are over for the year, by the way) because cheerleaders are sponsored by the school and constitute either a sport, a recreational activity, and/or an extracurricular gathering.  However, the Iowa High School Athletic Association has posted on its website that, "For a basketball game, only the basketball athletes can have two spectators.  Cheerleaders at a cheerleading competition could have spectators."  Here is the link: https://www.iahsaa.org/covid-19-guidance-winter-2020-21/   

Naturally, school boards across the state feel they need to comply with the "guidance" from the IHSSA which squarely contradicts the plain language used by the Governor in her proclamation.  This means the Governor needs to clarify her proclamation because people at IHSAA are issuing guidance which is more-restrictive than the proclamation.  This should concern everyone.  Cheerleaders should be permitted to have parents there to support them, monitor them, photograph, and video them while they "perform" at the "gathering".  It looks like the Governor agrees, but someone at the Governor's office is giving IHSAA conflicting information, which it is passing along to schools, to the detriment of cheerleaders.  

Parents who are not sick, not exhibiting symptoms, who will socially-distance, use sanitizer, and mask up should be just as entitled to support their child as the "athletes" playing the game.
