Title IV-D & E of the Social Security Act has devastated families since it was enacted by President Lyndon B. Johnson in 1964. It has not solved our countries poverty problems. It has only created a bigger one by taking away one caring and loving parent from the lives of children and has actually made a class of second class citizens we all know as Non-Custodial Parents.
