I am proposing that we create a change in policy that allows for the papers of a registered purebred arabian horse to follow said horse from birth to death. 

In order to counter the argument that some horses may be stolen, I also propose a nationwide registery of stolen horses. If and when a horse is stolen and police reports are filed the registered owner may enter their horse to the database. So that if by chance a horse is bought and DNA is sent in and a match is found if that horse is on the stolen registry it will be flagged and the registered owner will be notified. 

But if the horse is not flagged as stolen the papers will transfer to the new LEGAL OWNER of the horse. 

It is beyond unfair and frustrating to find the DNA of a horse and have no chance to retrieve said horses papers without expensive legal proceedings.  Rather return the papers to the horse who deserves them. 

Papers litteraly save lives.  Keep them with our precious arabian horses.
