Petition updatePalma, Mallorca: Keep Your Promise — Ban Horse-Drawn Carriages

Schools Closed for Dangerous Weather, But Palma's Horses Kept Working

Adam ShawENG, United Kingdom
Oct 20, 2026

Schools across Mallorca were closed because of dangerous weather conditions. But in Palma, horses were reportedly still being forced to pull tourists through the streets.

Storm Adam brought warnings of torrential rain, thunderstorms and flooding, prompting authorities to suspend classes across the island. But animal-rights organisation Progreso en Verde says Palma City Council allowed horse-drawn carriages to continue operating despite the orange weather warning. The organisation claims local police had received no instructions to stop the service. These allegations have not yet been answered by the council.

Palma has repeatedly defended restrictions intended to protect carriage horses during dangerous weather. But what protection do those restrictions offer if they are not enforced? The council promised to end horse-drawn carriages by 2024. Nearly two years later, horses are still being exploited, and there is no binding deadline for their retirement. More than 1,900 people have signed our petition. Please keep sharing it and help us reach 2,000.
