Petition updatePalma, Mallorca: Keep Your Promise — Ban Horse-Drawn Carriages

Palma's Horse Carriage Rules Don't Cover Dangerous Storms

We recently reported that horses were still pulling tourist carriages through Palma despite an orange weather warning for heavy rain and thunderstorms.

Now, a response attributed to Palma's Local Police has revealed why the service was allowed to continue. According to the police, existing restrictions prohibit horse-drawn carriages during certain extreme heat warnings, but there is no equivalent prohibition for severe storms.

In other words, even when dangerous weather forces schools to close and residents are advised to avoid unnecessary travel, the rules do not automatically prevent horses from being sent onto the streets. Animal-rights organisation Progreso en Verde has announced plans to report Palma City Council to SEPRONA, the Guardia Civil's environmental protection unit.

Palma promised to end horse-drawn carriages by 2024. The council has since pushed its plans for introducing electric alternatives into 2027, without establishing a binding retirement deadline for every horse.

More than 1,900 people have signed our petition demanding an end to this exploitation. Please keep sharing our campaign.
