New York Moves to Ban Horse-Drawn Carriages. What About Palma?

New York City is preparing to ban horse-drawn carriages. The city's mayor and council speaker have agreed to support legislation that would end the industry by June 2028. A vote is scheduled for the 22nd of October, and the proposal already has the support of a majority of councillors.
The legislation would also provide for horses to be retired to sanctuaries and help carriage drivers transition into other employment. The ban is not yet law, but New York is taking concrete steps towards ending the practice.
Meanwhile, Palma promised to replace horse-drawn carriages with electric alternatives by 2024. Two years later, horses are still pulling tourists through the city's streets, and there is still no legally binding deadline for ending the practice.
If a city as internationally recognisable as New York can advance legislation to end horse-drawn carriages, Palma has no excuse for continuing to delay its own promise.
