Flats are mostly occupied by single occupants who on a single salary cannot afford to rent larger properties and at the same time require a companion. A lot of people resort to a cat that is kept as an indoor cat. Cats do not make a lot of noise and so do not disturb the neighbours. However most of the flats are lease hold and lease holders have a universal no pets clause that is preventing this. So even if the landlord is willing they are prevented by the lease holder. Making life even more solitary or financially difficult for single people looking for accommodation, especially in this pandemic! 

So I am raising this petition to enable cats and other small non noisy pets to be kept in flats. To aid mental and emotional well being for people living on their own.
