Superintendent Wilson is presenting a board study session on special education at tomorrow's Board of Education meeting.This presentation reflects a far-reaching plan that has not been publicly vetted within any staff or community advisory structure, including the Community Advisory Committee (CAC). Although there is an internal Inclusion Task Force, it is not public, does not have parents on it, and was by invitation only. There has been no development to date of an actual inclusion policy or plan to drive these changes, but rather it seems as if the changes are being ushered in without following community engagement protocols. At a minimum, the district is mandated to vet all policy and programmatic changes with the CAC. Proposed changes should be presented so that the CAC can advise on them, in advance of presentation to the school board. The move to inclusion is a policy shift that has a major impact on our service model and our SELPA.
Included in the road map deliverables are:
1. Decentralization of PEC teacher & para support positions (PEC, HR, Fiscal)
2. Regionalization of Programs including Reading Clinic
3. Review current staffing models at the 2015-2016 Inclusion schools
4. Qualitative and quantitative program review
As stated in the GO School Board Watch newsletter, the district defines "regionalization" as “[creating] equitable continuum of service and programs among all regions." However, in attempting to rectify certain discrepancies (e.g. OUSD's PreK-8 Region 1 currently hosts five mental health programs, while Region 3 only has one), the district is proposing to move a number of SDC's, disrupting established communities and programs.
If you have a child at any of the schools involved in the following moves, please come to the school board meeting to ask questions and voice your concerns.
1. Moderate/Severe K- 2 Howard move to MLK to start K-5

2. Moderate K-2 MLK to Grass Valley to create K-5 continuum
3. Moderate 6-8 Brewer move to Alliance
4. Counseling Enriched Hoover move to Howard to create continuum K-5
5. Intensive Counseling Enriched Lafayette move to Bridges to create a K-5 continuum
