Ottawa Flooded Again: Investigate Repeated Sewer Surcharge and Reassess Denied Claims
The Issue
On August 10, 2023, severe rainfall caused extensive basement flooding in Ottawa, including the Meadowlands and Crestview area. Many residents suffered significant property damage, and claims submitted to the City were denied.
On July 1, 2026, residents were flooded again. In a July 2026 communication, the City acknowledged that the extreme weather event placed significant strain on the sewer system and that some residents may have experienced basement flooding due to sewer surcharging.
The City’s December 2023 Ward 8 flood investigation provides important context. For the Crestview cluster, it documented more than 80 historical basement-flood reports. It stated that affected homes were located along an uncontrolled storm-sewer system, that modelling showed the sewer could surcharge to basement elevation during the 2023 event, and that storm-sewer surcharge was the most likely cause of flooding in the area.
The report also said the City would further investigate whether stormwater control measures could reduce future surcharge. Following another major flood in 2026, residents deserve to know what investigation occurred, what improvements were considered, what work was completed and why homes flooded again.
This petition does not assume that negligence has already been legally proven. It calls for a transparent, evidence-based review and meaningful accountability for recurring infrastructure-related flooding.
We call on the City of Ottawa and the Province of Ontario to:
1. Publish the final 2023 investigation and all subsequent studies, modelling and recommendations.
2. Disclose which stormwater controls and infrastructure improvements were considered, approved or completed before July 1, 2026.
3. Conduct and publish a transparent investigation of the July 1, 2026 flooding and sewer-surcharge event.
4. Reassess denied claims where evidence shows municipal sewer surcharge caused or contributed to the damage, while preventing duplicate recovery from insurance.
5. Create an independent review or appeal process for disputed municipal flood-damage claims.
6. Expand and simplify funding for protective plumbing and other measures that reduce basement-flooding risk.
Residents should not have to rely on a municipality’s internal claims process as the only assessment of municipal responsibility. We are asking for disclosure, independent review, practical infrastructure improvements and fair treatment for affected residents.
