Transit is recognized as a human right in the Ontario Human Rights Code. I spoke with MPP Lucille Collard recently on this topic. We had a productive discussion on how to push for Provincial support at Queen's Park.

I learned from the Discussion Paper and Consultation Report by the Ontario Human Rights Commission that access to transit service is protected under the Ontario Human Rights Code. It acknowledges transit is a critical infrastructure for many citizens to achieve their daily functions. Excerpts from the OHRC reports are now added to the petition page.

  • "The Ontario Human Rights Code emphasizes the importance of human rights in enabling each person to feel part of the community and to contribute fully to society. For many persons in Ontario, transit services are critical to their achieving these goals. Transit services are part of the public infrastructure, which provides access to basic goods and services, as well as to social and economic activities. Responsible public service providers have a legal obligation to meet these needs whether or not those needs are shared by a "majority" of the population."
  • "The transit consultation has made clear both the urgency of the human rights issues surrounding public transportation services in Ontario, and the many opportunities for advancement. The issues outlined in this Report will not be resolved without concerted effort by all parties. However, the costs of failing to address the issue of accessible public transportation make action in this area a priority. Municipal and provincial commitments to accessibility need to be more strongly encouraged."
  • "Provincial funding used to be the largest source of both capital and operating funds for transit services. Improvements in accessibility of public transit services have been hampered by a lack of resources. Public funding for transit in Ontario is relatively low, accounting for only 25% of revenues, the rest coming from the fare box, as compared to American transit systems, which typically receive about 60% of their revenue from public sources."
