Justice for Mr Jelly Belly: Stop the Killing at San Bernardino Animal Control

The Issue

On 9/26/15, an 8 week old healthy kitten named Mr. Jelly Belly (#A486487) was unnecessarily killed at the San Bernardino Animal Control. On this same day, two rescue group members were at this shelter to pull at-risk/death row kittens. The rescue group requested these kittens, but instead of being told about Mr. Jelly Belly, the shelter decided to kill Mr. Jelly Belly instead. This kitten had multiple interest and should have been pulled. The public demands to know: 

1) Why did this tragedy happen? This is not the first time that animals that were ready to pulled by rescue groups were killed instead. What is being done to fix this problem, so that it won't happen again?

2) This shelter has one of the highest kill rates in the nation. At a time where more and more shelters are moving towards no-kill, why is this shelter refusing to meet with modern times? What is Oscar Perez, as shelter director doing to stop killing for space, and to move towards implementing no-kill policies?
