Stop Foreign Company's Destructive Pipeline Project/Eminent Domain Threat in Oregon

The Issue

Governor Kate Brown can stop the proposed $7.6 billion pipeline project that would be the first ever west coast liquefied natural gas EXPORT facility, shipping out to foreign interests approximately 2x the volume of gas the entire state of Oregon uses annually.

Both California and Washington states denied similar projects, so Veresen, the Canadian company, and others are pressuring Oregon State officials and FERC (Federal Energy Regulatory Commission) to ramrod this assault on Oregon and Oregonians.

Who and what is affected?

1) The forests, air, and 400+ waterways (among them Klamath, Umpqua, Coquille and Rogue Rivers) in Southern Oregon would be degraded by this 232-mile pipeline that is as wide as a 6-lane highway and would carry non-odorized, high pressure natural gas.

2) 300+ landowners are being threatened by eminent domain.

3) The highest Carbon Emissions in the state would be flowing out of the proposed Coos Bay #LNG facility.

4) In the state of Oregon, the pipeline will carry highly pressurized USA fracked gas from the Rockies to Jordan Cove, located in the International Port of Coos Bay, where it'd be liquefied and EXPORTED to China.

Who are the Companies?

"Jordan Cove LNG is a wholly-owned subsidiary of Veresen Inc. (“Veresen”), and Pacific Connector is owned equally by a subsidiary of Veresen and a subsidiary of The Williams Companies (“Williams”). Veresen is a publicly-traded dividend paying corporation based in Calgary, Alberta, that owns and operates energy infrastructure assets across North America.

The Pacific Connector is the proposed 232-mile, 36-inch diameter interstate natural gas transmission system designed to transport up to 1,030,000 dekatherms per day of natural gas to Jordan Cove’s LNG export terminal.

  • Governor Kate Brown. Governor Brown has the power to challenge FERC’s (Federal Energy Regulatory Commission) environmental impact opinion and go to court, if necessary. Previous Oregon Governor Kulongoski challenged FERC on LNG in 2010; push back on the proponents' efforts to fast track required state permits; and educate others about the devastating impacts the federal government ignored. Our Governor majored in Environmental Conservation and has a degree and certificate in Environmental Law but still has to prove how far she'll go to protect Oregon's lands and Oregon landowners. She's up for election in November of 2016. She is also a member of the State Land Board*.
  • State Treasurer Ted Wheeler, as he is also a member of the State Land Board*. He's up for reelection in November of 2016.
  • Secretary of State, Jeannette P. Atkins, as she is also a member of the State Land Board*. She was appointed to her position by Governor Brown.
  • Stephanie Hallock Cummins interim director of the Department of State Lands*, appointed by the State Land Board on Oct. 13, 2015.
  • FERC (The Federal Energy Regulatory Commission) as they ultimately would be the bureaucrats who could potentially twist and spin American laws regarding #EminentDomain to seize property from Oregon landowners to benefit the foreign company of Veresen and The Williams Companies. Note: Veresen has been unsuccessful in getting enough property owners to voluntarily accept their land buyouts needed to get the green light, so #EminentDomain would be necessary for this project to get pushed through going forward. The supposed small number of jobs Veresen states would be created for Americans is just a creative PR spin to ramrod this through, because they need to convince the state and federal government that the forcible taking of land would be for public use.

What is the Status?

On or before December 29, 2015. FERC’s Notice of Schedule, issued in June 2015, provides for the issuance of a final order and certificates for Jordan Cove LNG and Pacific Connector on or before December 29, 2015. Note: "before" could mean any time now! "Veresen expects to obtain a FERC 'Notice to Proceed' in mid-2016, leading to a final investment decision thereafter." Source

*1) November 10, 2015. The Oregon Department of State Lands opened their comment period on Remove and Fill permits for the Jordan Cove project and Pacific Connector pipeline.

2) September 30, 2015. The Federal Energy Regulatory Commission (“FERC”) in the United States has issued a final Environmental Impact Statement (“EIS”) for Jordan Cove LNG and Pacific Connector Gas Pipeline (“Pacific Connector”). Elizabeth Spomer, President and CEO of Jordan Cove LNG, said, “This regulatory milestone will be viewed as great news by our target customers.” ... Their "target customers" are China and other Asian countries, looking forward to benefiting from greed politics in America that would pollute the air, wreck more forests and rivers, steal property from landowners, and export our limited natural resources, all done by a foreign company!

June 2015.  FERC’s Notice of Schedule was issued. This provides for the issuance of a final order and certificates for Jordan Cove LNG and Pacific Connector on or before December 29, 2015.

3) May and June, 2013. Jordan Cove LNG and Pacific Connector formally filed applications with the FERC for approval to construct a liquefied natural gas (“LNG”) export terminal at Coos Bay, Oregon and a 232-mile natural gas pipeline from Malin, Oregon to the LNG terminal in Coos Bay.
