A simple way to combat local pet overpopulation and illegal back yard breeders, protect our pets and those who purchase/adopt dogs and cats. Jacksonville enforces these already existing laws. We have two times the budget and two times the staff as Jacksonville and we are only at 50% adoptions while they are 90% because they enforce pet lemon laws which crack down on back yard breeders. This does not affect legitimate, responsible breeders in any way.

Also current Craigslist pet sales per my calculations are in excess of 5 million dollars per year. I was not able to factor in holidays or other online sale sites which no doubt will increase these estimations. All are unregulated, untaxed and over 75% illegal per pet lemon laws.
