Oppose the Novec Deimos Substation Project
The Issue
Ten years ago, we chose this community as our home, captivated by its serene environment and the promise of a healthy, fulfilling life for our family. Over the years, we've invested not just in property, but in our community, forging friendships and creating memories that bind us to this place. It's here that we've raised our children, reveling in the clean air and the peace that our neighborhood provides. But now, the proposed Novec Deimos Substation threatens to disrupt the very essence of what makes our community special.
Novec's plans to construct the Deimos Substation in our neighborhood pose serious concerns. This project doesn't just bring visual disfigurement to our landscape; it significantly endangers our air quality. Substations, with their complex maze of high-voltage electrical components, are potential sources of electromagnetic fields (EMFs), which have been linked to adverse health effects such as an increased risk for certain types of cancer. Moreover, the construction and operation may lead to increased noise pollution and decreased property values, compromising the tranquility and financial stability we've worked so hard to maintain.
Furthermore, the reduction in air quality is another unavoidable consequence of the substation. Air pollution can exacerbate respiratory diseases and allergies, putting vulnerable groups like children and the elderly at higher risk. This environmental impact shouldn't be taken lightly, especially in our suburban area where we treasure each breath of fresh air.
We are not simply requesting a stop to this project. We want to create a dialogue with decision-makers to explore alternative sites for the substation that won't adversely affect residential areas. Options such as remote locations, with no habitation, lower EMF risks, and minimal impact on wildlife, should be evaluated thoroughly. Transitioning to more sustainable and community-friendly energy solutions like underground cabling may also mitigate the adverse effects this current proposal presents.
Our community's voice deserves to be heard. We believe in a balanced approach to development that harmonizes infrastructure improvements with the health and well-being of the residents it serves. The Novec Deimos Substation, in its current proposed state, doesn't fit within this vision. Let's come together to protect our community’s natural resources and maintain our quality of life.
Join us in opposing the Novec Deimos Substation to safeguard the environment, health, and serenity of our beloved neighborhood. Your support can make a difference. Please sign this petition to ensure that our rights to clean air, a healthy environment, and peace are not sacrificed for corporate interests.
PETITION TO OPPOSE THE NOVEC DEIMOS SUBSTATION
To and references
To: Loudoun County Board of Supervisors, Planning Commission, Zoning Administrator and Department of Building and Development.
Applications: LEGI-2024-0059; CMPT-2024-0010; ZMAP-1993-0005; ZMAP-2020-0003; STMP-2022-0018; STPL-2023-0029.
1. Our opposition
We, the undersigned Brambleton residents and community members, oppose the proposed location of the NOVEC Deimos electrical substation near existing homes and childcare facilities along Arcola Mills Road and Belmont Ridge Road. The broader Tech Park and Shreveport South development involves approximately six planned data center buildings. Site-plan annotations indicate nearby residences; exact measurement endpoints require confirmation.
We acknowledge that some data center rights may already be vested. Nevertheless, applicable proffers, approved plans, environmental and safety requirements, and the separate substation approval process must be followed. We seek meaningful evaluation of less harmful substation locations.
2. Legal grounds
500-foot grandfathering condition: Loudoun County’s March 18, 2025 grandfathering resolution, Paragraph 2, includes a more-than-500-foot separation condition for certain administrative data center applications, measured between proposed data center structures or external mechanical equipment and residential structures existing February 12, 2025. This is not a universal substation setback. The County must identify whether this provision, prior legislative approvals, or independently vested rights govern each application.
Substation permit: NOVEC Deimos is identified as LEGI-2024-0059 / CMPT-2024-0010. The application was accepted November 4, 2024 and reportedly remanded in May 2026 for consideration of alternative designs and locations. Because the filing predates newer substation Special Exception requirements, those requirements should not be assumed retroactive. Request the final disposition and applicable Commission Permit conditions, including review under Virginia Code § 15.2-2232 where applicable.
Binding conditions: Verify compliance with the controlling proffers and plans associated with ZMAP-1993-0005, ZMAP-2020-0003, STMP-2022-0018 and STPL-2023-0029, including screening, landscaping, setbacks and utility equipment placement.
3. Community impacts
Residents are concerned about transformer and cooling noise, generator testing, fire and electrical safety, diesel emissions, wetlands and stormwater, equipment heights and visual screening, construction traffic and residential character.
Loudoun County Zoning Ordinance § 7.05.03 includes residential noise standards but subsection E exempts certain substations, generator activities and construction. We therefore request independent cumulative acoustic analysis and lawful enforceable mitigation rather than asserting that the general 55 dB(A) limit applies to all equipment.
4. Requested governmental actions
1. Evaluate relocation of the substation farther from homes and childcare facilities, including a requested 1,000-foot separation where feasible and lawful; this is a proposed protection, not a mandatory existing setback.
2. Disclose the current status, remand outcome and conditions of CMPT-2024-0010.
3. Determine the applicable grandfathering or vested-rights pathway and verify binding proffer and plan compliance.
4. Compare gas-insulated and lower-profile air-insulated designs, transformer arrangements, screening and underground connections where feasible.
5. Disclose or obtain appropriate acoustic, environmental, fire-safety and construction assessments; impose enforceable mitigation where authorized.
6. Provide meaningful public participation and written determinations, and withhold any remaining discretionary approvals where legally permissible until applicable review is complete.
5. Conclusion and signatures
We support responsible infrastructure development but request transparent legal compliance review and meaningful protection for existing neighborhoods. Please respond in writing within 30 calendar days (a requested, not statutory, deadline).
We, the undersigned, support this petition. Supporting authorities and unresolved records are addressed in the accompanying Legal and Evidentiary Appendix.
