Oppose the inclusion of Land at Pincents Hill, Tilehurst in the Local Plan Review
The Issue
We strongly oppose the proposed development of any dwellings and associated infrastructure on the land east of Pincents Lane, Tilehurst, as outlined in the Local Plan Review by West Berkshire Council. This land, part of the cherished green space known as Pincents Hill, has been the subject of multiple planning applications over the past two decades, all of which have faced strong local opposition and have been repeatedly refused by West Berkshire Council.
These include:
· 2009: A major application for 750 homes was rejected following widespread public outcry and a campaign supported by thousands of residents.
· 2010: The Planning Inspectorate upheld the Council’s refusal on appeal, citing the site’s ecological value and its role as a green buffer.
· 2014: A revised proposal was again turned down due to concerns over infrastructure, traffic, and environmental impact.
· January 2022: The most recent application (19/00113/OUTMAJ), reduced from 265 to 165 homes, was unanimously rejected by the Eastern Area Planning Committee. Councillors cited:
· Unacceptable traffic impact, especially at the Pincents Lane pinch point · Inadequate access and safety concerns.
· Pressure on local services, including oversubscribed schools and GP surgeries
· Loss of valued green space, which lies outside the settlement boundary and is used year-round by the community. Despite these clear and consistent decisions, the Council is now considering proceeding with this development.
This move disregards the overwhelming public sentiment—with over 2,000 objections lodged in 2022 alone—and the Council’s own historical stance on preserving this land. We urge West Berkshire Council to:
1. Reject the current version of the Local Plan Review that includes Pincents Hill based on the above, sound & historic reasons, until such time that Pincents Hill is removed from any & all “current & future” versions
2. Uphold its previous decisions and reject any renewed attempts to develop this land.
3. Respect the voice of the local community, which has consistently opposed this development.
4. Protect this green space in perpetuity, ensuring it remains a haven for wildlife and a place of recreation for future generations. Any development will be devastating to plant and animal communities on Pincent’s Hill, drastically reducing the site’s biodiversity. Let us preserve the character, environment, and wellbeing of our community.
