1. Deny the CON for DKH-Covenant
No cost containment
Covenant will not provide additional resources which will lower costs
Hospital systems do not reduce costs but increase costs
No quality improvementCovenant's three acute care hospitals lack The Joint Commission accreditation and have lower quality rankings on CMS (Center for Medicare & Medicaid Services) and Leapfrog indicators
Reduced access especially for vulnerable populationsReproductive healthcare will be banned by Catholic policies (ERDs)
Women and men must access services mostly outside our region
2. Political will and financial assistance from the state to keep DKH solvent and independent
Cancel the "Hospital Provider Assessment" (Day Kimball $10 million annually) for CT independent hospitals whose five year operating margins are below the state median (currently only Day Kimball and Bristol hospitals) by executive order or legislation.
