✅ Motion Passed – What Happens Next?
Big news! The Council has voted to formally oppose the development and write to the Minister for Planning and Public Spaces. This is a major win for the community, but the fight isn’t over. Here’s what it means and what YOU can do now:
What Council Has Done
- Formally supported YOUR objections.
- Requested the Minister refer the application to the Independent Planning Commission (IPC) for independent determination.
- Asked for the exhibition period to be reopened for 28 days so more submissions can be made.
- Will contact local State and Federal MPs for support.
- Will publish Council’s full objection on its website and social media.
- Requested that if the project is approved, excavated sand be cleaned and used to nourish Narrabeen and Collaroy beaches.
Why This Matters
Our objections are now part of the official assessment record.
If the Minister agrees to IPC referral, the decision will be made by an independent panel through a public and transparent process.
The Minister is now under political pressure - ignoring this is risky.
⚖ Important: The development is NOT approved.
This motion slows the process, raises scrutiny, and gives us leverage.
Actions for Residents
✅ 1. Email the Minister for Planning NOW:
Paul Scully MP – office@scully.minister.nsw.gov.au
Tell him:
- The community already lacks infrastructure (especially transport).
- Narrabeen was ruled inappropriate for low-to-mid rise provisions.
- State Significant Development pathways are bypassing local planning and community input.
✅ 2. Share the Petition - The more signatures, the stronger the case for IPC referral.

Raise awareness about how these planning changes by Premier Chris Minns and Minister Paul Scully are impacting suburbs with no infrastructure like the Northern Beaches.
NSW Premier Chris Minns, said:
The NSW Planning System Reforms Bill 2025, “is about clearing the path for the right development, in the right places, with the right outcomes for the community.”
This application is none of these...
