The Issue
PETITION TO OPPOSE ZONING CONVERSION OF 0.82 ACRES OF TARA PARK SCHOOL SITE FROM PQP TO HDR. To: Manteca City Council and City Officials We, the undersigned residents, property owners, and community members, respectfully submit this petition to express our strong opposition to the proposed conversion of approximately 0.82 acres of Manteca Unified School District (MUSD) Parcel APN 241-260-13 from Public, Quasi-Public (PQP) zoning to High-Density Residential (HDR) zoning. This land is part of the Tara Park Elementary School site and is an important community asset. Changing its zoning from PQP to HDR would permanently remove land that could serve current or future public needs and would allow it to be used for high-density residential development. 1. Preserve land designated for public and community purposes The 0.82-acre portion was associated with a larger school/public-use site and should remain designated PQP to preserve flexibility for future public facilities, educational needs, community services, or other public uses. Once converted to HDR and developed for residential purposes, this land may be permanently lost to the community for public use. 2. The entire donated portion should remain protected for public use MUSD has donated approximately one acre of the school-site property to the City of Manteca for a Fire Station, which is a public use. We believe the donated land should remain appropriately designated for public use rather than being rezoned in a manner that could facilitate private residential development. 3. If the City does not need the 0.82 acres for public use, return it to MUSD If the City of Manteca determines that the 0.82-acre portion is not needed for the Fire Station or another current or future public purpose, we respectfully request that the City return the land to MUSD rather than facilitate its conversion to HDR and private residential development. Returning the property to MUSD would preserve the possibility of future educational or other public use and would ensure that this community asset remains available to serve residents and students. 4. Protect the long-term needs of a growing community The Tara Park area is experiencing significant residential growth, and the demand for schools, public facilities, infrastructure, parks, emergency services, and other community resources will continue to evolve. Publicly owned land should not be unnecessarily converted to high-density residential use when there may be current or future public needs for the property. Our Request • Reject the proposed conversion of the 0.82-acre portion of MUSD Parcel APN 241-260-13 from PQP to HDR. • Maintain the 0.82-acre portion as PQP zoning to preserve it for potential public, educational, community, or other public-serving uses. • Maintain appropriate public-use zoning for the approximately one-acre portion donated by MUSD to the City for the Fire Station. • If the City determines that the 0.82-acre portion is not needed for the Fire Station or another public purpose, return the property to MUSD rather than converting it to HDR for private residential development. • Consider the long-term needs of Tara Park residents, students, families, and the broader Manteca community before approving any permanent reduction of land available for public use. We urge the City Council to protect this community asset and keep the 0.82 acres designated for public use rather than converting it to High-Density Residential zoning.
