Oppose Morning Turn Restrictions in Encino Hills
Oppose Morning Turn Restrictions in Encino Hills
The Issue
Sign this petition and ask the City of Los Angeles to remove newly-placed turn restrictions across the Encino Hills that have snarled traffic.
The Los Angeles Department of Transportation (LADOT) in coordination with Nithya Raman’s Council District 4 (CD4) launched a tactical trial in March 2026 prohibiting certain left- and right-hand turns in the morning throughout the Encino Hills area, from Lindley Avenue toward Ballina Canyon Road. These restrictions have eliminated nearly all driving routes leading southwest toward Mulholland Drive and are designed to funnel all traffic onto Hayvenhurst Avenue and Calneva Drive — narrow streets that were already heavily congested.
We are members of the community directly impacted by these recent traffic changes. As Hayvenhurst Ave. residents and parents driving our children to school each morning, we are experiencing significant gridlock and increasingly unsafe conditions, including difficulty exiting our own driveways. The increased traffic is disrupting school routes, lengthening commutes, and raising serious concerns about emergency vehicle access.
We are asking the City of Los Angeles to:
- Immediately remove the newly placed, extraordinarily broad and disruptive traffic restrictions.
- Restore reasonable traffic circulation in the Encino Hills so traffic can be safely distributed rather than concentrated onto Hayvenhurst Ave. and Calneva – streets that are now bottlenecked and cannot safely bear this heavy additional traffic load, endangering residents, parents, children and other drivers.
Please sign this petition now and ask Mayor Karen Bass, Councilmember Nithya Raman, and the Los Angeles Department of Transportation to end this tactical trial immediately and restore balanced traffic circulation in Encino.
