Proponents for an I-Code change to Appendix BB Tiny Houses presented comments that would have added chassis provisions to the tiny house code at the International Code Council  PCH in Connecticut on April 22, 2026.

The new code change was earmarked for the 2027 IRC, but once again, it was turned down. Proponents have tried unsuccessfully for 3 code cycles ( 10 years) to add provisions for movable tiny homes, otherwise known as tiny houses on wheels, or relocatable tiny houses. 

 

My Thoughts On The Hearing

After reviewing the hearing again, I want to share my thoughts. Some of the most highly respected engineers and architects gave their time for this work, and the proponents showed up with over 13K signatures.

There were several people that spoke up for the proposal that were not scheduled and showed up in support for the code change, Including Randy Shackleford, with Simpson Strong-Tie, and Tim Earl, with Earl Code Solutions.  

 

A striking reality is that the baby that was held at the first hearing testified.  He is  now 10 years old and it was a loving, moving moment, though not enough to break through the barriers that have continued to block tiny houses on wheels as a viable housing type. 

Before the hearing, I and the proponents received warnings that there would be opposition. The bottom line is BIG industry players do not want the tiny house industry to have their own lane. They keep pushing the industry toward expensive certification requirements, modular construction which is not an affordable path, or to be built to the HUD code, which is also NOT affordable.

 

I feel tiny houses should be given their own category and if they are built to off-site construction, it could be under a new type of factory built housing that keep the small artisan builders in mind, and owner builders must be addressed as well uniquely to their needs. 

Affordability should be at the forefront of every decision.
