Oppose establishing American Legacy Academy Charter School in Water Valley South

The Issue

Please contact Mayor Rennemeyer and the entire Windsor Town Council to express your opposition to placing the American Legacy (ALA) Charter School at 1870 Marina Drive.  Results of this petition will also be shared with them.

On December 12, 2022, the American Legacy Academy (ALA) presented a plan to the Windsor Town Council for establishing a 648 student K-8 charter school at 1870 Marina Drive, near the intersection of New Liberty Drive and Marina Drive, where the University of Colorado Medical Center was formerly housed.  This presentation is available for public viewing on the Town of Windsor web site, and the ALA presentation starts at the 1 hour 1 minute mark. This school will not serve all of the children in Water Valley South (WVS), as only a very small percentage of these students will reside in WVS, consequently, the vast majority of students will have to be driven to the school.  With a very conservative estimate of a minimum of 350 plus cars twice daily for students, teachers, and administrative staff, it is a certainty that staging of cars on Marina Drive and New Liberty Drive will occur with or without significant mitigation efforts for road configuration.

A traffic impact study (TIS) is currently being conducted.  It is not clear at this time what action they intend to take if the traffic study does not mitigate on-street traffic issues.  The TIS will be reviewed by the town Planning Commission, which will make a recommendation to the Town Council for a final decision.  Let your opposition be known to the Town Council.

The schedule for completion of the TIS, the Planning Commission’s recommendation, and the Town Council’s final decision is unknown at this time, but ALA is moving fast with a planned start to classes in the facility on August 23, 2023.

Many of our neighbors in Water Valley South have concerns about the expected traffic congestion:

  • Hundreds of cars entering and exiting the bottlenecked, single-access point twice each day.
  • Gridlock at the New Liberty/Marina traffic circle.
  • Difficulty turning onto New Liberty from its feeder streets.
  • Difficulty getting in and out of Marina Drive, Los Cabos and Baja streets.
  • Increased noise in the neighborhood.
  • Exhaust fumes from the long lines of cars checking students into and out of the facility
  • Increased danger when driving golf-carts on the streets.
  • Children dispersing into neighborhoods on both side of New Liberty to be dropped off and picked up by parents not wanting to fight the daily gridlock.  Look no further than the twice daily fiasco at Windsor Charter Academy as an example.
  • Public School buses having increased difficulty to safely pick-up/drop-off children near the New Liberty/Marina Drive traffic circle.
  • Having a school located in the same building that houses a commercial business (i.e. the W Club), where patrons are allowed to freely enter the building with the potential for bringing weapons on-site unchecked.
  • Decrease in property values when potential buyers see the extensive traffic and long lines of cars.
