The Issue

 

The proposed rezoning and development project at 1020 31st Street seeks to change the current commercial building into a 184-unit apartment complex.

While development and growth can be essential for Downers Grove, it's crucial for it to occur in a manner that respects the existing character of the village, ensures adequate infrastructure, and prioritizes the well-being of current Downers Grove residents.

The proposed project presents several concerns:

-Incompatible residential density relative to surrounding residential neighborhoods

-School district enrollment and capacity impacts

-Traffic congestion and safety concerns for Highland Ave and 31st St

-Environmental concerns related to proximity to Lyman Woods Nature Center, including EPA impact of stormwater runoff into freshwater marsh, as well as increased light and noise pollution

-Lack of sufficient on-site outdoor space for proposed residents, pushing recreational demand into neighboring residential areas

We urge the Village to require comprehensive analysis prior to approval, including:

-A fiscal impact study

-A cumulative traffic analysis based typical residential use throughout week

-Water, sanitary, and storm sewer capacity assessments

-Pedestrian traffic study

-School District 58 and 99  impact review

-Environmental evaluation related to Lyman Woods

We are not opposed to progress, but demand thoughtful and responsible growth strategies.

We urge the Village to explore viable alternatives that benefit everyone, such as developing smaller residential projects and ensuring there are adequate infrastructure and facilities to support potential population growth.

Thank you for sharing your concerns with me. This zoning issue hasn't even been before the council yet. Until the issue has been deliberated in full, I will not have a full understanding of the proposal and its impacts. Here's what I do know: 1. This process will be thorough and not rushed. The matter was heard by the PZC on June 1st. The issue now moves on to council. Our deliberation will occur over 2 meetings at a minimum. The first discussion at council is tentatively scheduled for July 7th. I'm told that there have already been discussions with the superintendents. As a former member of the D99 school board, I've been on both sides of these issues. I can tell you that the cooperation has been nothing short of fantastic! I trust that this circumstance will be similar. 3. I have it on good authority that the apartments will be luxury units. The expected number of children living there is VERY low. This is consistent with other luxury apartments in the area. Our schools benefit significantly from the higher property values without the burden of more children to educate. 4. The existing building will be utilized, not replaced. It's been empty for a while now. In fact, vacancy rates in the neighboring office buildings are also low and declining. I'm very interested in proposals that bring people back into these buildings. 5. I suspect that the volume of traffic at the 31st and Highland intersection is actually much less than when the office buildings were full of tenants. Refilling one of the buildings with apartments actually results in fewer people per square foot of space as compared to office use. 6. 31st street is a dead end and I'm unaware of any proposal to change this. I'm looking forward to learning much more about this issue and agree with folks who suggest that we need to fully understand the consequences (pro and con) of the proposed development before approving or denying the petitioner's request.
