The Sanguniang Bayan ng Pilar and the Sanguniang panlalawigan ng Bataan approved the project Bataan New Container Port without a clear intention of how to save the mangroves around the projected site and the disasters it will cost on the Barangays once the project is started and finished. The Site of the Project (Formerly Balut Fishpond) is governed under the Barangay Balut 11 Laws and Ordinances, therefore have the most saying or concern about it, but did not consult or made any agreement on how to save those mangroves and ways to stop the flooding on the Barangay which is become a daily phenomenon since the project started.

Now is the time to Act, The Developer must consult the affected Barangays first and foremost the necessary actions Protecting the Environment( Mangroves) and the daily flooding.
