Oppose Barratt Housing plan at Hogshaw that will increase flood risk to our homes.

The Issue

Planning application HPK/2023/0192

Land at Hogshaw, Fairfield, Buxton, construction of 116 dwellings by Barratt Homes.

The proposed development of 116 dwellings poses significant increased flood risks to properties downstream of the development.

The flood mitigation proposed in the planning application submitted on 15th May 2023 is only concerned with mitigating the flood risk to the 116 properties, while ignoring the increased risk to downstream properties on Lightwood Road, Lightwood Avenue, Hogshaw Villas, Brooklands, Charles Street, Ash Terrace, Holmwood Terrace, Hogshaw Avenue. Properties on these streets have suffered major flooding incidences in 1973, 1998, 2011 and 2019.

We demand that Barratt Homes address the following matters:

1. Consult with those people most at risk from increased flooding as a result of the proposed development - & who have been excluded from Barratt’s consultation process to date. People living in the following streets should be consulted with as a matter of urgency: Lightwood Road from 1 - 63, Lightwood Avenue, Brooklands, Charles Street, Ash Terrace, Holmwood Terrace, Hogshaw Avenue, Hogshaw Villas 14 -20 and 19-25.

2. The proposed flood mitigation ignores the increased risk of flooding downstream from the development. Improved mitigation measures are needed to protect those most at risk, including the creation of a wetland area, installing each property with rainwater collection and grey water recycling.

3. Instigate a consultation with the Environment Agency (EA) to ascertain their views on the flood risk to properties downstream of the development and to advise on additional mitigation proposals to reduce the risk.
