Hello neighbors, 

We’re reaching out to share an important update regarding the 5-story apartment complex being proposed on the 0.5-acre lot between SEMS and the San Elijo dog park.

As a quick recap, Ambient (the builder) is proposing a 27,000 square foot 31-unit, 5-story apartment complex on the 0.5 acre lot. The proposal is inconsistent with the San Elijo Master Plan, which limits multi-unit buildings to three floors and exploits the State Density Bonus Law to exceed the local residential unit limits. Over 1000 SEH residents have signed a petition to rebuke the idea of a building being built that is so incongruent with the rest of our San Elijo landscape and also poses increased safety risks. Sadly, after many discussions with city planners, we've learned this newly proposed building meets state qualifications to deviate from development standards such as height and setbacks. Therefore, unless the HOA buys the land, it’s almost a done-deal that the developer will move forward with some version of their apartment plans. From what we understand, no amount of letters to the city can stop their proposal. 

We wanted to bring to your attention a survey that has been sent out by the HOA. The HOA has the opportunity to purchase the land in the median between SEMS and the dog park and are exploring a variety of funding options including but not limited to: taking a loan, using some reserve funds, having each household chip in toward the purchase, or a combination of all the options. At most, each household would pay approximately $30 a month for 3 years (although likely less). We understand that any increase in monthly expenses can be challenging, however, this is an opportunity for our community to come together to preserve what makes San Elijo Hills special and avoid the long-term impacts of this development. We strongly urge all HOA members to approve this proposal.
