The true reason why the county is reluctant to use the $60 million Wapato facility is because despite $300,000 a year to maintain the facility, it has NOT been maintained, and they know it. Additionally, equipment has been removed/looted from the facility and would need to be replaced. I do fail to understand why the 18.1 acres are not being used for the homeless camps. All of the proposed ten homeless camps could be located on the Wapato facility and the services used/required for the camp residents can be co-located, INCLUDING A KENNEL. There are 2,000 without shelter every night. Charlie Hales is purposing 10 camps – that’s 200 souls at each of the ten camps. Deborah Kafoury says that she will not be a part of “hiding the homeless” by locating them away from downtown. The purposed ten camps will be located far away from downtown, and ostensibly near/adjacent to neighborhoods (associations). Are we to assume that each of the 2,000 homeless souls have tents? And sleeping bags? The downtown non profits and community care providers have been loosing business/money (federal funding is based on the number of those served) as these camps have drawn the homeless souls away from the downtown core. Now, the purposed ten camps will each “be assigned” a non profit or community care provider for access to services needed to get off the street, co located services. The idea of having the homeless served away from the downtown core is now acceptable - Wapato? The idea of having the co located services outreach is now acceptable – Wapato? The idea of having 10 homeless camps, each with 200 souls, scattered throughout Multnomah county and in established neighborhoods, has become acceptable – Wapato?
