Subject: Urgent International Measures to Protect Access to Essential Public Services in Tigray
We, the undersigned, respectfully call upon the international community to take urgent action to address the continuing humanitarian and socioeconomic challenges facing the civilian population of Tigray.
Years of armed conflict and its aftermath have left millions of civilians struggling to access basic services, including healthcare, education, livelihoods, financial services, and essential infrastructure. The continued deterioration of public institutions and economic conditions threatens the well-being, dignity, and future prospects of an entire generation.
The international community has repeatedly affirmed its commitment to the protection of civilians, the promotion of human rights, and the achievement of sustainable peace. These principles require practical action to ensure that civilians are not deprived of essential services necessary for survival and recovery.
We therefore respectfully urge international partners to:
 1. Establish Emergency Support Mechanisms
Develop transparent and accountable mechanisms through which international assistance can help sustain critical public services, including schools, hospitals, public health programs, water systems, and social protection initiatives serving civilians in Tigray.
 2. Protect the Right to Education
Support efforts to ensure that children and young people have uninterrupted access to education, educational materials, qualified teachers, and safe learning environments.
 3. Strengthen Healthcare Services
Provide assistance aimed at restoring healthcare infrastructure, supporting medical personnel, improving access to medicines and medical supplies, and expanding essential healthcare services.
 4. Support Economic Recovery and Livelihoods
Invest in programs that protect livelihoods, create employment opportunities, and prevent the loss of skilled professionals whose expertise is essential for recovery and reconstruction.
 5. Ensure Independent Monitoring and Accountability
Promote transparent monitoring of humanitarian and development assistance to ensure that aid reaches intended civilian beneficiaries and is administered according to internationally recognized standards.
 6. Prevent Collective Harm to Civilians
Encourage all parties to avoid measures that may result in disproportionate hardship for civilian populations and to uphold their obligations under international human-rights and humanitarian law.
 7. Support Long-Term Recovery and Reconstruction
Assist in rebuilding educational institutions, healthcare facilities, public infrastructure, and local economic systems necessary for durable peace and development.
International Legal Framework
The Universal Declaration of Human Rights recognizes the right to an adequate standard of living, education, health, and human dignity.
The International Covenant on Economic, Social and Cultural Rights affirms the rights to education, health, work, and social protection.
The United Nations Charter and related international instruments emphasize international cooperation in addressing humanitarian suffering and promoting human welfare.
The protection of civilians and the preservation of essential services are fundamental principles recognized throughout international humanitarian and human-rights law.
Conclusion
The people of Tigray should not be left without meaningful access to healthcare, education, economic opportunity, and basic public services. Sustainable peace cannot be achieved without human security, economic recovery, and respect for fundamental rights.
We therefore urge governments, international organizations, development partners, and humanitarian institutions to take immediate and practical measures that support the civilian population and contribute to long-term stability, recovery, and human dignity in Tigray.
