Executive Summary
We, the undersigned, submit this formal complaint and petition demanding urgent, decisive enforcement action against a sustained and coordinated campaign of hate speech, targeted harassment, gender-based degradation, doxxing, and political destabilization operating openly on Facebook. This is not a matter of isolated incivility. It is a documented, ongoing pattern of abuse that Meta's own Community Standards explicitly prohibit, and that Meta has, to date, failed to stop.
Under the guise of historical and cultural discussion, the public groups Самарканду Бухоро and Иранистика have become organized hubs where administrators and repeat contributors engage in systemic xenophobia against Uzbeks, deny the legitimacy and territorial integrity of the sovereign state of Uzbekistan, incite separatism, and subject individual users, overwhelmingly women, to sustained, gendered, and dehumanizing abuse, including threats to expose their identity and photographs across other groups. We urge Meta Platforms, Inc. to take immediate, verifiable, and permanent moderation action. Specifically, we demand that Meta take the following steps.
Deactivate the violating public groups.
Permanently remove Самарканду Бухоро and Иранистика for systematically failing to moderate, and instead actively facilitating, severe, sustained hate speech, harassment, and separatist incitement.
Issue permanent account bans for the individuals responsible for the conduct documented in this complaint, including but not limited to the user operating as Рустами Сухроб and other repeat offending contributors identified above, and remove the doxxing content they posted.
Conduct an independent audit of Central Asian content moderation. Meta must materially increase native-language, in-context moderation capacity for Uzbek, Tajik, and Russian-language content, so that regional historical and cultural forums cannot continue to be weaponized for ethnic division and political interference.
