Today at 07:08 Rupert Lowe MP published his report about 85 Local Authorities involved with rape grooming gangs.
Swansea is highlighted as one of the 85 local authorities and is shown on his map.
‘The probe team said the findings were based on testimony from hundreds of survivors, relatives, and whistleblowers, as well as thousands of Freedom of Information requests.
Survivors told the inquiry of being groomed as children, drugged, raped, trafficked,and threatened into silence. Many victims, often vulnerable white girls, were dismissed by officials who failed to recognise them as victims.‘
Rupert Lowe’s research concurs with several other pieces of extensive longitude research (IICSA, 2022; University of Sheffield, 2019; Leeds Law, 2023; Pugh, 2023; Vaughn, 2023; Morris, 2025; Rees, 2025). All this research evidence highlights the need for an inquiry into CSA/CSE in Swansea.

‘Our Rape Gang Inquiry has today released research detailing eighty-five local authorities in which the gang-based sexual exploitation of children is taking place, or has historically done so. This is one of the most comprehensive exposes of the rape gang scandal to date.’

Rupert Lowe MP points out about the repercussions that should be done towards the bystanders who were complicit in the abuse. There are bystanders who knew what was happening and were complicit in either turning a blind eye or used their position to protect perpetrators by actively denigrating and silencing the whistleblowers and CSA victims.
It is a known fact that Swansea whistleblowers and residents Charmain Speirs and Mandy Power/Doris Dawson reported child abuse to Swansea council/social services/ South Wales police.
They were murdered less than two years of filing their reports with the council/ police.
Clean living Charmain Speirs reported her suspicions of a paedophile ring September 2013 to South Wales police. She was groomed and targeted in Swansea approximately June 2014 by a foreign fraudster who used a fake persona to lure her into a honeytrap. He quickly married her within weeks of meeting her online - they were married in September 2014. Then he took her to Ghana February 2015 and she was left by this fraudster in Ghana and found dead in a bath 16th March 2015. Her autopsy showed she died of a heroin and morphine overdose. Her fraudster husband had left her in a foreign country, taken her phone and she had no money, so she obviously could not have obtained the drugs herself. Murdered March 2015. Ten years on, there are calls to reopen this case in Ghana and the BBC are now investigating.
It is known that disabled pensioner Doris Dawson and her daughter Mandy Power, reported paedophila to Swansea social services, including cross borders child trafficking to Telford and beyond, and child abduction in July 1997. Both murdered June 1999.
Rupert Lowe MP states:
‘Complicit is the word. If a British national knew and did nothing, prosecute. From the evidence that we are seeing, it’s abundantly clear that huge numbers of people must have been aware but turned the other way.’
’The Rape Gang Inquiry said hearings will begin later this year, giving survivors a platform to speak publicly while experts draft recommendations.’
